In some developed countries, agencification results in an unbundled government (Talbot and Pollitt 2004). Does this happen in developing countries as well? The author will assert that at least for Thailand, which has a policy that is dominated by high-career bureaucrats and elected politicians holding ministerial positions, agencification has so far not produced an unbundled government. On the contrary, agencification has enlarged the size and the strength of the bundled government.
