Abstract

With the constant threats to the future of the licence fee, the regular attacks on editorial control and the strengthening position of the independent sector, it is sometimes surprising to remember that the BBC remains an agency of the State. In this role, the range of discretion and degree of independence appear to walk a tightrope between political convenience and political control.
