Abstract
In contrast to the United States, there are relatively few studies dealing with the executive-legislative relationship in trade policy in Brazil. Most of the existing studies describe the Brazilian trade policy in the twentieth century (Abreu, 2002; Cervo, 2003; Gabriel, 1999; Marconini, 2005; Silva, 2003; Veiga, 2005) or analyse the executive-legislative interaction from a juridical perspective (Almeida, 1990; Mazzuoli, 2001; Rezek, 2004).
