Abstract
Following the Cancun ministerial meeting in September 2003, little of substance occurred until the USTR Robert Zoellick sent a letter to all WTO members in January 2004 calling for the resumption of negotiations. On agriculture, Zoellick agreed to include cotton, to establish a date to completely eliminate export subsidies, including the abolition of its export credits, and trade distorting subsidies (World Trade Organization, 2004a).
