Abstract
This chapter develops the independent variable which is political opportunity and tests the hypothesis that the Commission’s resignation resulted in significant institutional change in the Commission. Using Kingdon’s model, it analyses the ways in which the problem, policy and political streams combined and met at a critical juncture.
