Abstract

This chapter develops the independent variable which is political opportunity and tests the hypothesis that the Commission’s resigna­tion resulted in significant institutional change in the Commission. Using Kingdon’s model, it analyses the ways in which the prob­lem, policy and political streams combined and met at a critical juncture.
