Abstract

Every ruler who aims to modernize Russia faces the problem of reforming its specific ways of governance—namely its dependence on informal practices and reliance on informal networks—and of solving the so-called governance puzzle (Ledeneva 2006). In this chapter I will focus on the latter, which can be summed up as a vicious circle of non-transparency.
