Abstract
In Chapter 2 I provided the basic outlines of the theory of innovative enterprise, with a particular focus on why and how it provides the essential analytical link between entrepreneurship and development. With Part II and III of this book having detailed the measurement of entrepreneurship, the role of institutions, and the previous chapter by Naudé having identified the need for a pro-active (instead of only a reactive) role for the state vis-à-vis entrepreneurship, I will in this chapter focus on the relationship between the ‘developmental state’ and the innovative enterprise.
