Abstract
Governance remains a scarce commodity for much of the world. The European Union has been able to provide governance for its population, but the style of governance and particularly its democratic content remains the subject of substantial controversy (Olsen, 2007). Further, as the EU has both deepened and widened, the style of governing has changed, and will necessarily continue to change as a wider range of challenges are confronted. While there is certainly change in almost all systems of governing, changes within the EU are perhaps more visible. This visibility is to a large extent a function of the unique nature of governance in the EU, the contested nature of the governance process and the related possibilities for developing new forms of governing.
