Abstract

This chapter examines Turco-European relations over a historical period from the Ottoman era to the present with an emphasis on the broader picture. It aims at taking a broad view not only in terms of time span, but also in respect of its principal focus. The chapter deals with diplomatic engagement. In line with the stated broad perspective, diplomatic engagement has been analysed in terms of both the mainstream conceptualisation of the term as an activity of the recognised state agents and within the context of the mutual identity perceptions between Europeans and Turks. Thus, while examining the question of whether Turkey was part of the modern European system, both the actual diplomatic practices and mutual identity perceptions have been taken into consideration. Similarly, when dealing with relations between Turkey and the EC/EU, the chapter addresses on the one hand the requirements of prudence and on the other hand the impact of cultural factors.
