Abstract
This chapter offers an overview of the main developments of the Middle East peace process between the years 1991 and 1999; it also highlights the most important changes in European foreign policy-making that took place in this period, with special reference to those innovations relevant to EU policy towards the Middle East. Lastly, the chapter analyses the evolution of the EU’s strategy and initiatives towards the region, from the inception of the peace process at the Madrid Peace Conference in 1991 to the creation of the role of the High Representative for CFSP.
