Abstract
One of the ideas driving European integration and enlargement is that a wider Europe enjoys more economic growth and political stability. However, what has been observed until now is mostly divergence rather than convergence between East and West. Effective progress in catching up has occurred in only a few of the acceding Central and Eastern European countries (CEECs). Yet, if we wish to have a strong and dynamic Europe, the benefits of enlargement need to be secured across the region as a whole.
