Abstract
Chapter 6 told how we used a training needs analysis for Tomsk Oblast Ecological Committee (TOEC) staff to begin design of the master’s degree course in Environmental Management. Within that project, we had also planned to work directly with TOEC. But TEMPUS TACIS struck out that part of the bid. TEMPUS projects at that time had to be entirely for universities’ benefit; expenditure was not permitted to benefit other parts of civil society directly. So we had to seek another source of funding.
