At the present time in South African history the need to create jobs is more important than any other of the country’s compelling needs. In August 1995 an ANC MP, Saki Macozoma chairman of the parliamentary standing committee on information and telecommunications, challenged the business community to help bring the 50 per cent of the population presently outside the market economy back into the formal sector.
