Abstract
The 1997 events created a very difficult situation for us. There was less safety around the country and the economic conditions were poor. With the establishment of a new government in Tirana, new leadership emerged in the Ministry of Education. We were not sure how they would react to what we had done thus far and planned to do in the near future. In the meantime, we were faced with a number of delays in our activities. As a result, we had to keep getting extensions on existing grants so that we could complete the related activities. At the same time, we were applying, as well as receiving, new grants for additional activities. It sounds complicated, and it was, but with patience and hard work, we were able to move forward and achieve our objectives.
