Abstract
In the spring of 1919, with the war over and the end in sight for the peace conference and the relief program, Hoover faced the question of what to do next. Although he felt worn out after five years of unremitting work, he had not yet turned forty-five. After a few weeks in California and a fishing trip, his prodigious energy would demand an outlet. Should he return to business or, despite all its frustrations, look for a new challenge in public service?
