Abstract

This paper’s objective is to contribute to the debate about governance and security in Latin America and the Caribbean, introducing a critical view of the liberal paradigm, undoubtedly predominant both at the academic and polítical level. That paradigm, which can also be called neoliberal,2 assumes as its basic element Adam Smith s original hypothesis that “the invisible hand of the market” is the “magic wand” that will bring progress, welfare, and peace for human societies as a whole as well as for its individual members.
