Abstract
The experienced Bank officer who turned the familiar adage on its head had worked across three regions over 20 years. He was not an economist and had participated in and watched many aspects of the Bank’s activities, a broader range than many of its critics. He has a point. After all, what is the Bank? When critics and observers talk of the Bank, to whom do they refer? Who represents it? We can suggest several interpretations.
