Abstract

The Democratic People’s Republic of Korea (DPRK), or North Korea, has never been an exemplary international citizen. One of the new communist state’s first foreign actions was to launch a war against its southern neighbour in 1950. North Korea’s persistent rule-breaking behaviour has come under renewed international scrutiny since the end of the Cold War, in large measure due to its designation – by the US – as a rogue state and later as part of an axis of evil.
