Abstract

We have seen how the EP’s initial reaction to the SEA was far from enthusiastic, but that it resolved, on the one hand, ‘to exploit to the very limit the possibilities offered’ and, on the other hand, to prepare the way for further reform. This chapter will examine the impact of the SEA, dwelling in particular on how Parliament attempted to exploit it. The next chapter will examine how Parliament relaunched its campaign for European Union.
