Slovenia: Towards a Social Configuration of the Sport System

Abstract

Slovenia is one of the most active sporting nations in Europe being highly successful in major global sport competitions, in terms of the number of medals won per capita. In addition to well-established programme of physical education in school, a significant factor in the achievement of such results is the organisation of sport, which is based on the National Programme of Sport (NPS). This defines the key features of Slovenian sport development for the period 2014–2023. An analysis of the relationships between different stakeholders in fulfilling the NPS has shown that its development and execution can be classified as a ‘fragmented administration of public policy’, according to Houlihan’s typology (Sport, policy and politics. A comparative analysis, Routledge, 1997), and a ‘bureaucratic configuration’, according to Henry’s typology (Henry, Transnational and comparative research in sport: Globalisation, governance and sport policy, Routledge, 2013).
