Abstract
During the negotiations over the establishment of the Exchange Rate Mechanism of the European Monetary System, political economy considerations relating to the need to shift the internal balance of power between the socio-economic sectors made the Italian elites adhere enthusiastically to the monetary straightjacket. This consensus represented the socio-economic basis of the credibility of the Italian commitment to the exchange rate agreement and was consolidated in the course of the 1980s, thanks to the policies of fiscal restraint and labour reform discussed in the previous chapter. However, the issue of competitiveness, exacerbated by the structural asymmetries of the ERM, as well as by the erroneous focus on wage constraints as the way to increase it, became impossible to ignore at the beginning of the 1990s.
