Abstract

This chapter examines the foundation and early operations of one of the first urban police forces established by the Chinese Communists. It includes an overview of the training program for officers as well as some of the major security issues faced in the port city of Dalian through the early 1950s. The chapter emphasizes the ways in which the geopolitical environment of the Soviet-occupied zone heightened the sense of local security threats. Finally, the chapter reveals how mobilization for war impacted police and security work in this important port city, which included not only military training for officers but also the role that the public security apparatus played in conscription efforts for the Civil War and Korean War efforts.
