Blue Shield Protection of Cultural Property: A Perspective from the Field

Abstract

Over 120 countries have signed and ratified the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, an international agreement that provides the guidance for implementing effective programs designed to fulfill the promise of its title. The Second Protocol to the Convention, adopted in 1999, indicates that Blue Shield committees will be the official organizations designated to support military cultural property protection efforts. Responsible citizens have formed Blue Shield committees at national and international levels along with other types of partner organizations and programs who work to build military capacity for identification of and respect for cultural property in the host nation environments; inculcate the concept of cultural property protection as a contributor to mission success; and provide military personnel with the skills and information needed to effectively plan for and implement cultural property protection throughout all phases of military operations.
