Abstract
The War represented a major turning point in the development of research activity within British Universities. Increasing understanding within Government of the value of University research for military purposes and growing recognition of the significance of research for long-term economic competitiveness prompted the establishment of new structures within Government. Within the Universities, research took on a new importance and new links with business were established requiring procedures for costing and for the exploitation of research findings.
