At the 1930 imperial conference, Canada’s Prime Minister, Richard B. Bennett, proposed that dominion and British governments should expand intra-Commonwealth trade through preferential tariffs. ‘I offer to the Mother Country and to all other parts of the Empire, a preference in the Canadian market in exchange for a like preference in theirs.’
