PEPFAR: Project of Global Transformation
Since its inception PEPFAR has stood out as a global leader in HIV/AIDS intervention, with the aim of setting the agenda of delivering care and treatment emergently as well as, over time, working towards prevention of the disease and its interconnected issues. The latest proclamation has been made in 2011 by Secretary of State Hillary Clinton, who announced the ultimate goal of engendering ‘an AIDS-free generation’ for the world. Indeed, this programme, currently under a larger framework of global health, is a project of global transformation, particularly where the epidemic has its biggest impact, that is, in sub-Saharan Africa. Such transformation is aimed at the human and population level, yet also at the institutional and governance domains.
