Abstract

To what extent did the debate on education, and the development of the reform agenda, involve Russia’s politicians, representatives of the business community, industry, ethnic minorities, the wider public, and, indeed, the teaching profession itself? Identifying actors and the nature of their influence in the development of reforms is not an easy task, but even an approximate answer to this question will help in an evaluation of the reform agenda.
