The UN and Liberal Peacebuilding:Consensus and Challenges

Abstract
The elite level, top-down, processes that have developed in order to construct the liberal peace in conflict and post-conflict zones via the United Nations (UN) and an alliance of associated actors, represent a loose, liberal ‘peacebuilding consensus’. This is reflected in much of the UN, agency, donor, and NGO documentation since the 1990s,1 as well as in much of the key contributions to the literature, both supportive and critical.2 Yet, what does the ‘peace’ that is being installed in post-conflict zones through UN peace operations entail?
