Abstract

A nation that wishes to establish and maintain democracy must create an educated citizenry. This means that such a nation attempts, as far as it is able, to educate all of its citizens. Universal literacy, through universal grade-school education, becomes the first goal. Once this is established, then the level and depth of schooling must be extended in an ever-increasing process.
