Which Drugs Are Problems for States?

Abstract

All drugs are a problem, but some drugs are more problematical than others. Therefore, although states dislike and fear drugs they do not dislike and fear all drugs equally. The drugs they dislike change over time and different states dislike and fear different drugs. Why is it, if we are over 18 (in Britain), we can buy and drink as much cheap, strong cider as we want from supermarkets, but if we are caught in possession of a small quantity of cannabis, we face an escalating scale of penalties that can end in a prison sentence of up to five years? To answer this we must first decide what is a drug?
