Abstract

This chapter discusses why the Italian case of governance reforms in higher education can be considered to be at the same time paradigmatic of the changes occurred in Europe and anomalous in comparative terms. It is paradigmatic because governance reforms have been pursued by following the common template adopted by other countries and have produced basically the same unintended consequences. It is anomalous because these reforms have been far less effective than elsewhere and, due to the governments’ low technical capacity, they have produced institutional differentiation as a by-product rather than as the outcome of a conscious strategy. Finally, this chapter discusses three possible future scenarios.
