Estonia: Prospects for Steady Improvement

After regaining its independence from the USSR, Estonia set out to radically restructure its economic and legal foundations, reflected also in housing policy measures. Housing policy reforms addressed the restitution of the formerly nationalised housing stock, the privatisation of state-owned housing, and the liberalisation of housing policy and its financial context. The resulting legal framework, however, seems to prompt many market actors to avoid tax payment and conceal their leases. Despite this unsupportive backdrop, the share of private rented housing has been growing dynamically in recent years, reaching an estimated 15–20 per cent of the inhabited housing stock. This chapter takes a look at the development trajectory of private renting in Estonia, and the factors which influence its growth in addition to its prevailing informality.
