Abstract
Nonequilibrium processes in superconductors involve a variety of characteristic times. A general picture of these times, their relative importance in various circumstances, and their magnitudes has emerged during the last few years. Our current theoretical and experimental knowledge of these characteristic times is reviewed.

There is some disagreement in the literature about the presence or absence of a factor 2 in this definition and its consequences. Here we follow the discussion and definitions of Ref. 8

We have multiplied the reported numbers by a factor 2 so that τeff as given here is consistent with our definitions of τR and τeff (cf. Ref. 8 and text).
