Overcoming conflicts and achieving stability in the world cannot be achieved without considering the issue of economic development, which was stressed clearly at the last 20th CPC Congress, during which China offered a new choice for humanity to economically advance outside of the current situation.

The Congress of the CPC also emphasized China’s involvement in setting global network of partnerships based on new international relations should therefore be the basis for reform and development of the global governance system leading to a world with common prosperity through mutually beneficial cooperation and inclusivity.

The world strives for more development, whatever the path or the necessary political vision, taking into consideration the respect for ethics, the environment, and the unique characteristics of each country or society. In this regard, China remains an important model to follow, particularly for developing countries like Algeria.

In this context, after his meeting with his Chinese counterpart in New York in late September, the Algerian Minister of Foreign Affairs, M. Ramtane Lamamra, stated that “The United Nations has become nowadays a space founding hopes of Nations for a better future where Justice, Peace and Equality prevail’’.

This raises the question of Algeria and China’s future relations in light of the world’s major transformations. Algeria and China agree on the need for a renewed multilateralism based on the principles and goals enshrined in the United Nations Charter, in order to avoid a polarized world that imposes certain cultural and social models on others. The question is how to enhance multilateralism by prioritizing issues such as nations’ equality, mutual respect, non-intervention in internal affairs, and respect for sovereignty, etc. Principles shared by our two countries are rooted in our own histories as a result of foreign oppression that we have experienced in the past.

Indeed, the achievement of these principles and goals could only be based on a further pacification of international relations to build on real economic development initiatives. This calls for a more realistic spirit of reform in the architecture of the United Nations, including the functioning of its different organs, including the Security Council, the General Assembly, and the institutions in charge of global economic governance. The opening of BRICS to new members as proposed by China is also highly appreciated by countries like Algeria, which is ready to strongly support this valuable initiative.

Cooperation between Algeria and China is, therefore, an integral part of this larger movement that is already very closely linked to United Nations organs as well as other international and regional fora, particularly those dealing with development matters, such as the G77+China and South-South cooperation. China and Algeria have also demonstrated their commitment to regional cooperation by maintaining a fruitful dialogue inside the Forum China African Countries and the Forum China-Arab countries.

Algeria has also joined and supported, in the past few years, key multilateral initiatives launched by China, such as the “Belt and Road Initiative” and the “Initiative for a Global Development”, and has welcomed the idea of the new “Initiative for a Global Security” announced by Chinese authorities. We find in these various initiatives the expression of our own ideals for peace, security, and development in a world where gaps are becoming wider, year after year, between powerful and less powerful countries as well as between developed and developing countries.

At the bilateral level, Algeria and China enjoy strong political ties thanks to the sustainable dialogue between the leadership of the two countries, which has never stopped since China recognized the first Algerian Government in 1958, established during the struggle for its independence. Solidarity, friendship, and cooperation constitute the core of the Algeria-China relationship and the two sides have, over the course of time, expanded their partnership in numerous fields.

The close relations and deeply rooted links that have been maintained over time will provide the two countries with new horizons of a common future of cooperation in a changing world with multiple challenges. Believing that development remains one of the keys to achieving peace and security in the world, efforts must be made in fields able to guarantee progress, the well-being of populations, and respect for the environment.

This momentum should be based on existing agreements as the two countries are already bound by a Global Strategic Partnership, signed in 2014.

The focus should also be given to the Belt and Road Initiative which could have a large ripple effect in a global perspective, considering the numerous economic reforms initiated by Algeria and the adoption in July 2022 of a new Law of Investments, which is aimed at improving the business climate, diversifying the economy, and better connecting to the global market.

Algeria’s development strategy has always worked to attract Chinese companies and investors, which have contributed to our efforts to create a solid basis for the whole economy by participating in huge infrastructure projects covering tremendous vital sectors like transport, highways, public works, ports and airports, housing programs, telecommunications technology, developing the digital economy and e-commerce, green development and energy transition, re-industrialization, pharmaceuticals, railway projects, food security, and agriculture…

This fruitful multi-disciplinary cooperation between Algeria and China is a testimony of the ties of friendship, solidarity, and trust forged over the years. The two countries, which celebrate in 2023 the 65th anniversary of the establishment of their diplomatic relations, are more than ever engaged to push forward their comprehensive strategic partnership to new heights for the benefit of their two friendly people.
