Annual Report on the Development of China’s Special Economic Zones (2021)

Abstract

As one of the five socialist countries, Laos is the only landlocked country in the Indo-China Peninsula and even in Southeast Asia, as well as a friendly neighboring country to China. With the condition of a closed geographic location and the resource-intensive industry development model, establishing special economic zones to attract foreign investments is an inevitable choice for Laos. Laos’ special economic zones were constructed late but developed rapidly; by relying on diversified investment subjects, multi-dimensional policy support and convenient investment services, they have become an important window for Laos in opening up to the outside world. However, the development of Laos’ special economic zones is not satisfactory, there are a series of problems such as poor management, slow development, serious homogenization and weak follow-up development. In the future, the development of Laos’ special economic zone should be based on actual situations, regional supporting infrastructures should be continuously improved, and effective models of the management of development should be formed to stimulate endogenous development driving forces.
