Abstract
The construction of the system of public employment services is an important means for achieving the goal of high-quality and full employment. Building the all-round public system of employment services is a prerequisite for the development of human resources and the improvement of workers’ qualities, as well as a significant guarantee for realizing full employment. This report first demonstrates the importance and urgency of building the public system of employment services in an all-round manner, then introduces and analyzes the main actions of China's five major special economic zones (Shenzhen, Zhuhai, Shantou, Xiamen, and Hainan Province) in the construction of public systems of employment services in recent years, and summarizes their experiences in improving the public system mechanism designs of employment services, increasing workers’ qualities, resolving contradictions in employment structures and promoting the equalization of basic employment services. Finally, it prospects the future development of the public system of employment services in the five major special economic zones, and makes some policy suggestions such as further improving the construction of the informatization of employment services and improving supervisory mechanisms.
