Report on Innovation in and Development of China's Special Economic Zones

Abstract

Under the interference of unfavorable conditions such as the intensification of Sino-US trade conflicts and the decline of the macroeconomic growth rate, China's five major special economic zones still made remarkable innovation and development achievements in 2019. At the same time, due to the negative impact resulting from external environments, the growth rates of some innovation and development indexes of the five major special economic zones slowed down or even declined. This report analyzes and affirms that: the differences in the innovation in and development of the five major special economic zones were closely related to their existing economic scales and financial statuses of local governments; the impacts caused by import and export shocks were more related to scales and levels of their industrial development, and were less restricted by foreign trade dependence. In addition, the negative influence of high housing prices on innovation and development should not be underestimated. Based on the above, we believe that the five major special economic zones should design innovation and development strategies according to their comparative advantages when further promoting innovation and development, they should consider industries with advantages of expansion and strengthening as an essential starting point when dealing with external risks, and control the rise in housing prices with more effective means for maintaining the attractiveness of cities.

    The Shenzhen Municipal Bureau of Statistics only announced the growth rates of the added value of the industries above the designated size in the statistical bulletins for 2019 and 2020, and did not announce the absolute values of the added values. The added values of the industries above the designated size were calculated based on the growth rates of the added value of the industries above the designated size in 2017, 2018 and 2019.

    Since the Shenzhen Municipal Bureau of Statistics only announced the growth rates of the added value of advanced manufacturing and high-tech manufacturing, the absolute values of the added values were calculated based on the growth rates of the added value in 2018 and 2019.

    The Shantou Municipal Bureau of Statistics only announced the growth rates of the added value of the industries above the designated size for 2019. The absolute values of the added values of the industries above the designated size were calculated based on the growth rates in 2018 and 2019. Similarly, the absolute value of the added value of the high-tech manufacturing industry was calculated with announced data.

    The Hainan Provincial Bureau of Statistics only announced the growth rate of the added value of the high-tech manufacturing industry, and the absolute value of the added value was calculated with announced data.
