Abstract

This chapter dissects the construction of the “Taiwan Consensus” in relation to the following elements: historical anticommunism; neoliberal civil war; the militarisation of civil society; digital culture; and the post-1989 human rights discourse of transitional justice. Examining how neoliberal epistemology dovetails with the epistemology of area studies, this chapter presents a discussion of hegemony and conspiracy in the age of privatised digital platforms—a key element in the construction of dissensus-squelching politics in Taiwan today. The second half of the chapter focuses on the discourse of transitional justice in Taiwan, with special attention to the temporality of transitional justice and the relation between bystanders and beneficiaries of past injustice in the present. It reveals, variously, the unacknowledged continuities with the authoritarian past, the conceptual limits of formulating transitions within a framework grafting rights discourse onto the national community, and the deleterious effects of transpacific complicity. After examining recent proposals for transitional justice in the context of First Nation sovereignty, this chapter concludes with an alternative concept of transitional justice based on translation as a transnational dissensual social practice.
