Abstract
Whether the financial support personnel of a country is moderate in scale and reasonable in distribution structure depends on various factors, and the key is to adapt to the development stage of the country. The proportion of financial support personnel in the total population is 3%, or 1:34, in China. This scale is basically at a moderately moderate level from the historical or international perspective, and can meet the needs of the government for performance. The main problems include the fast growth rate of the financial support personnel, the unreasonable distribution structure, more unofficial personnel, heavy financial burden and huge inflation pressure. The direction of reform and adjustment is to “control the total amount and adjust the structure” by transforming functions, reforming institutional setting, accelerating the reform of public institutions, strictly controlling the total amount, optimizing the structural layout, improving the management system and promoting the scientific, standardized and legalized management of institutional organization and management.
