Abstract

As an important mark of modern government structure, super-ministry system possesses distinctive characteristics such as function unity, department specialty, structure stability, separation of decision and execution, and high operation efficiency. As of reform and opening-up, China has successively launched seven large-scale government department reforms, and basically formed the framework of super-ministry system especially after super-ministry system reform in 2008 and 2013. Till now, China is in a stage of deepening reform and continuous improvement. Foreign experience shows that super-ministry system reform in government department is a popular trend in the international society. The main practice is to establish a comprehensive cabinet department; balance the setting of political, economic and social affairs department; and diversify execution department specialty. However, there still lacks a uniform mode for department setting. China will build a more mature state system by deepening reform till 2020, including functionally scientific, structurally rational, high-efficient and stable super-ministry system, to promote the maturity of government structure and achieve government governance modernization.
