Abstract
Reformed economic and social development poses high requirements on government governance ability. In view of the incapability of single government governance model in face of sophisticated governance challenges, how to integrate social resources to take part in public governance has become a major concern in current government work. Under the leadership of the government, citizens participate in public governance by either individualized or organized means. Throughout in-depth interaction, the government and the society reach consensus based on communication and transit from collaboration to cohesion, therefore contributing to the proper problem-solving of public issues. As of reform and opening-up, the role and function of public individuals and social organizations become more and more important in public governance of China together with the evolution of government functions from omnipotence to finite. However, because of the limitations of social participation in institutional space, development path, action ability and professional quality, efforts must be made to further free minds, create conditions, improve governance institution by institutional innovation, promote training practice to reinforce governance participation competence and exert governance efficacy by intensifying organization instruction so as to give full play to the role of social participation and public governance.
