Abstract
The period of the “13th Five-Year Plan” is a decisive stage for China to build a moderately prosperous society in all respects, and it is also an important period of strategic opportunities for the five major special economic zones. As China's economic development enters a new normal, and the economic structure is continuously optimized and upgraded, the social security work of the special zones is faced with new situations, new challenges, and new opportunities. This report summarizes the basic situation of the development of social security in the five major special economic zones in Shenzhen, Zhuhai, Xiamen, Shantou, and Hainan in 2018 from the aspects of social insurance, social assistance, and social welfare, and summarizes the achievements of the special economic zones. Based on the current limitations and challenges of the development of social security in the special economic zones, we propose measures and suggestions for the development of social security in the special economic zones in terms of the social security system, relevant policies and regulations, social assistance, social security funds, and in building up the informatization of social security to further highlight the important role of social security work in serving development and improving people’s livelihood, which provides a strong guarantee to comprehensively deepening China's reforms and promoting high-quality economic development.
