Abstract
In 2018, the five major special economic zones continued to show differentiation in innovation and development: Shenzhen and Xiamen continued to lead in the contribution of innovative industries to economic growth, cultivating innovation and carrying development forward, and the supply of innovation and development talents; Zhuhai and Hainan Province also achieved the promotion of innovation and development based on national strategies and regional cooperation, making up for its own disadvantages of a small economic scale and greater financial pressure; Shantou was subject to its disadvantages such as a confined economic scale and financial conditions, and has made relatively limited achievements in promoting innovation and development. According to analysis, the difference in the innovation and development of special economic zones is restricted by: (1) the existing economic scale; (2) the financial status of the local government; (3) the conditions of location, regional cooperation, and national strategies. Based on an analysis, we believe that the special economic zones should design corresponding strategies based on their own factor endowments and their relative ranking in the entire urban system when further promoting innovation and development, rather than blindly imitating the practices of advanced regions.

Zhuhai Municipal Bureau of Statistics did not announce the added value of the high-tech manufacturing industry, only its proportion in the added value of industrial enterprises above designated size and the increase in the added value over the previous year. The added value of high-tech manufacturing here is calculated by the author based on known information, as is the added value of advanced manufacturing.

Regarding the latest news on the Zhuhai campus of Beijing Normal University, on April 8, 2019, the Ministry of Education of the People’s Republic of China issued the “Approval of the Ministry of Education on Approving the Construction of the Zhuhai Campus of Beijing Normal University” to Beijing Normal University (ME. Letter [2019] No. 14), formally approving the construction of the Zhuhai campus of Beijing Normal University.

Since the 2019 Shantou Statistical Yearbook has not been published at the time of writing, the R&D expenditures of the whole society are calculated using the internal expenditures of research and experimental development funds in 2017 and the growth rate in 2018, without price adjustments. According to the study of urban economics on the law of changes in city scale, city scale will only change slowly along the distribution of city scale, so the city scale in 2017 can be used to characterize the city scale in the previous years. In addition, we believe that the information contained in the city scale shows a Markov nature, that is, the latest city scale contains the information necessary to reveal future development.
