Abstract
This report starts with the industrial green transformation defined by the United Nations Industrial Development Organization, and illustrates the measures taken in the five major special economic zones and the results achieved in their industrial green transformation under the theory of environmental regulation. This report continued to evaluate the capability for the industrial green transformation of the five major special economic zones with the index system of industrial green transformation from 2013 to 2018. The practice of the five major special economic zones shows that stricter and better environmental regulations can promote industrial green transformation, and vice versa, hinder that transformation. As a good representative of industrial green transformation in the five major special economic zones, Shenzhen in terms of the capacity for green transformation has ranked first among the five major special economic zones for many years, indicating that environmental regulations can effectively promote innovation, improve the ecological environment, and attract talents. Now Shenzhen forms a virtuous circle system of innovation, ecology, and talents, thus reaching a good degree of a city that is an engine of sustainable competitiveness.
