Beibu Gulf City Cluster: A New Strategic Pivot to Foster New Growth Drivers

Abstract

The Beibu Gulf city cluster is a new strategic pivot for China to foster new growth drivers nationally and internationally. Its close proximity to the ASEAN region helps its economic development beyond just China’s borders. Despite its relatively slow economic development, the central government has given much attention to this new strategic node. Many ongoing investments in sustainable development programmes indicate the importance of rejuvenating this growing city cluster. Superior resource factor endowment is essential in the regional development plan, and we highlight some of the problems and strategic opportunities of the city cluster. After evaluating its multifaceted sustainable development plan, we provide a summary of its pathways to carbon neutrality.
