Abstract
This article is devoted to a system to stimulate the state development of energy shipments via the Northern Sea Route. Materials and Methods: the paper uses the content analysis method. There are many official documents of Arctic policy use for the modernization of the Northern Sea Route and energy infrastructure in the article. It is based on the government’s policy document about economic, social, science, technical, and ecology regulatory measures for the Arctic. Results: the article uses the historical method to illustrate the patterns of development of the Northern Sea Route and energy infrastructure. New energy challenges are shaping the requirements and conditions for the integrated development of the Arctic and the Northern Sea Route based on digital planning. The article describes the main factors and parameters affecting the development of the Northern Sea Route. The most important factors include the dynamics of the development of the energy market and transformational trends with the influence of new requirements. The internal systemic factors of the development of the Northern Sea Route are the policy of the state and coastal regions, the state of the ice-class merchant fleet and the cost of its maintenance, and the formation of the sea transport infrastructure. Discussion: the paper points toward a system regulatory authority about the harmonization of state system documents such as strategic plans and federal lows for Arctic development. The article discusses the impact of energy mining products on the development transport system of the Russian part Northern Sea Route. Conclusion: the article indicates that increased demand for mined energy products and minerals transported along the Northern Sea Route will contribute to the development of ports and nuclear engineering and the fleet.
