The Definition and Release of Early Warning Information in Public Health Emergencies

Abstract

Early Warning information plays an important role in public health emergencies. In the outbreak of COVID-19, the early warning information mechanism was slow and ineffective. The definition and release of early warning information is the core of the successful operation of the mechanism. Nevertheless, there are some problems, such as unclear concept and definition of early warning information, unclear division of the functions of different government departments and so on. Starting from the definition of early warning information, this paper explores the fundamental value of early warning information, and puts forward some suggestions, such as clarifying the concept of early warning information, improving the construction of emergency legal system, optimizing the power allocation between central and local government and so on to improve the early warning information mechanism.
