Abstract
President Xi Jinping proposed targeted poverty alleviation for the first time in November 2013 and then elaborated on its rich content in many important meetings and occasions. The Fifth Plenary Session of the 18th CPC Central Committee decided to launch the battle against poverty, defining its goals and tasks, and taking targeted poverty alleviation as the basic strategy.
