Abstract

The people-centered philosophy of development addresses the core issues in China’s governance, including whom development is for, whom development is by, and who enjoys the fruits of development. According to the people-centered philosophy, development is for the people and by the people, with the people sharing its fruits. Whether the people receive real benefits, whether people’s lives truly improve, and whether people’s rights and interests are truly protected are the fundamental criteria for testing the development results.
