Abstract
This book attempts to explain the different degrees of policy change that occurred in the wake of crises in China: why do some crises trigger major policy change and others do not? This question originates from the observation that a series of policy reforms followed the SARS virus crisis, while a much lesser degree of policy change occurred after similar-scale crises.
